Procurement Officer

duties

·      Plan, organize, and manage procurement activities according to PTCRO and project needs.

·      Identify reliable suppliers and maintain an up-to-date supplier database.

·      Obtain quotations, prepare bid documents, and conduct transparent procurement processes.

·      Negotiate prices, terms, and conditions with suppliers to ensure best value for money.

·      Prepare purchase orders and contracts and ensure timely delivery of goods and services.

·      Monitor supplier performance and address any issues related to delivery, quality, or service.

·      Ensure procurement documentation is complete, accurate, and properly archived.

·      Collaborate with finance, logistics, and program teams to align procurement with operational needs.

·      Support compliance with donor regulations and procurement policies.

·      Prepare regular procurement reports for management and donors.

·      Assist in developing procurement plans for projects and tracking procurement against these plans.

·      Monitor, track and expedite all local procurement activities and delivery status of goods, construction and services.

·      Participate at internal and external procurement meetings and workshops.

·      Prepare payment requests and vendor purchase orders.

·      Any other related duty assigned by supervisor.

qualification

·      Bachelor’s degree in Social Sciences, Development Studies, Law, Business Administration, Commerce, Economics, or related fields (Master’s degree preferred).

·      Minimum 5 years of relevant procurement experience in [construction, development, humanitarian, education, etc.] projects.

·      Excellent communication skills and experience in working with group of national and international staff with different diversity.

·      Familiarity with donor reporting requirements (e.g., USAID, UN, and EU) is an advantage.

·      Fluency in English is required, while knowledge of Pashtu/Dari will be an asset

·      Strong organizational skills; ability to prioritize work. 

·      Ability to work under pressure and meet deadlines

·      Willingness to travel and work in the field.

Parniyan Training Centre and Rehabilitation Organization (PTCRO) is a non-governmental, non-political, and non-profit public welfare organization dedicated for the provision of relief humanitarian emergency assistance, development and reconstruction of Afghanistan.

PTCRO was founded in 2003 and formally registered with Afghanistan's Ministry of Economy on May 11, 2006. PTCRO has nearly two decades of experience in addressing both developmental and humanitarian needs across the country.

As a member of prominent coordination on humanitarian and development networks and associations, including UNDP, member of SHAPE TPP ACBAR and AWN, PTCRO has successfully implemented over 40 projects in various sectors such as managing construction projects, education, livelihoods, agriculture, child protection, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item projects. These initiatives have been executed across 24 provinces, demonstrating PTCRO’s extensive reach and impact.

 

PTCRO has collaborated with and received funding from esteemed partners, including USAID, UNICEF, UNDP, UN Women, UNOPS, UNFPA, IOM, Good Weave USA, and AWRC. Its track record of successfully delivering development and humanitarian projects, highlights its commitment to the people and the reconstruction of Afghanistan and its capacity to address the country’s urgent humanitarian needs effectively.
