duties

-        Participating in the project planning and follow-up and reviewing the laboratory budget, when necessary, in order to support MSF’s medical activities.

-        Ensuring the compliance of MSF hygiene and safety protocols, both individually and collectively as well as informing staff of existing biological risks.

-        Performing laboratory tests and carrying out sample collection (serology, hematology, biochemistry, bacteriology, parasitology ...) in accordance with prescriptions as well as ensuring that quality control tests are carried out regularly. Informing the doctor of the results of the tests and keeping a record of the analysis with data from patients.

-        Ensuring proper management (cleaning, maintenance, arranging) of all laboratory equipment and the adequate supply of needed equipment and material in order to prevent stock-outs. This includes being responsible for all required automatic instrument calibration, ensuring that no material is taken out of laboratories without prior authorization and carrying out a proper storage system and conditions, inventory, etc. In cooperation with logistics department, ensuring that cold chain is properly maintained in Laboratory areas for both, samples, and reagents.

-        In the absence of a Laboratory Manager, ensuring proper registration and needs of all labs related activities and implementing a correct use of the associated management tool (EpyTryp. Etc.) in order to have a proper recording of laboratory activities. Preparing and sending slides/samples for external quality control.

-        Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, coaching, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.

-        Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.

-        Producing regular reports on the testing and on any issues / problems related to laboratory personnel and / or the material used.

 

MSF Section/Context Specific Accountabilities

-       Carry out administrative laboratory supervision duties in the TC and PTC Lab which oversees routine ad culture laboratory activities in accordance with MSF protocols including all patient sample testing activities and not limited to sample collection and storage, analytical procedures, quality control and result dispatch.

-       Ensure that the laboratory carry out all diagnostic tests as detailed in test request forms issued by the clinical staff. Follow MSF OCA approved standard operating procedures (SOPS) in performing all tests and procedures. These tests include but not limited to: Chemistry testing (CREA, ALAT, CHOLESTEROL, TSH, HbA1C, GLU), TB GeneXpert testing, TB Culture, Blood banking.

-       Coordinate and ensure proper TB sample collection, packaging, and transport locally from CHCs to Kandahar reference Lab for GeneXpert testing (TC) and Culture (PTC) as well as externally from TC to ITM in Antwerp.

-       Coordinate and ensure TB culture is carried out in accordance with NTP/MSF TB Laboratory guidelines. Improve performance of internal and external quality assurance on TB microscopy/culture/ drug susceptibility testing (DST) and ensure adherence to Good Laboratory Practice (GLP) guidelines and MSF TB laboratory rules and regulations.

-       Ensure all aspects regarding work safely, biosafety and bio-security components in TB culture laboratory are followed for safe practices. This includes application of hygiene and safety protocols, daily cleaning /maintenance, disinfection of floors and benches, sterilization, washing general glassware after procedures are done, ensure proper waste disposal according to MSF protocols and highest safety standards.

-       Perform and ensure daily quality control for all laboratory tests i.e. Microscopy, CBC, Creatinine, ALT, Cholesterol, HbA1c etc., ensure QC Charts (LJ)are up to date and corrective actions taken if any. Investigate failures to conform to quality standards (noncompliance) and ensuring that appropriate corrective action is taken.

-       Ensure that monthly EQA PT samples are analyzed every month according to the procedures and results are submitted in appropriate channels.

-       Perform routine and scheduled equipment maintenance, cleaning, disinfection and shutdown of laboratory machines including but not limited to GeneXpert, Sysmex, Incubators, centrifuges, BSC’s Humalyser 2000, ELISA 800TS & 50TS, HbA1C machines.

-       Supervise and ensure security of laboratory equipment, timely service and maintenance of all laboratory machines and instruments. Report all relevant information linked to the equipment activity in the laboratory to the line manager, especially the loss/robbery/damage of laboratory equipment.

-       Determine the laboratory supply requirements on a weekly, monthly, quarterly and annual basis by ensuring Monthly consumption reporting to Pharmacy including stock request, expiry reporting, stock delivery and update. Maintain a sufficient stock of laboratory reagents, kits and supplies to meet laboratory requirements and account for usage of laboratory supplies.

-       Ensure appropriate storage facilities for all reagents and laboratory supplies, addressing temperature, security, and space. Keep proper inventory record of all equipment’s in the laboratory including the name of the equipment, model, serial numbers and date of installation.

-       Maintain a well-organized data collection system i.e. lab registers and HIS2 for laboratory results and all the information generated from the analysis of such data and submit the same to Medical Activity Manager and Project Medical Referent.

-       Prepare and manage lab roster to ensure sufficient number of staff is on duty as described in the HR matrix for smooth running of laboratory activities.

-       Represent the lab department in hospital management meetings.

-       Communicate with and seek technical advice on laboratory matters from the Expat Laboratory Referent and Lab advisor.

Minimum Requirements and Competencies


Education

-        Degree as Laboratory Technician (Diploma or Degree) - Essential

-        Added background in molecular biology, bacteriology, infectious diseases, and TB culture laboratory techniques. – Desirable

 

Knowledge

 

-        Computer literacy (word, excel and internet). - Essential

 

Experience

-        2 years’ experience in a laboratory, preferably as a Lab Tech. - Essential

-        MSF or another NGO, desirable in a clinical laboratory. – Desirable

 

Languages

 

-        Dari/Pashtu: oral and written - Essential.

-        English: oral and written – Essential.
