- Development and implementation of HR functions, policies, procedures in alignment with legal requirements and government policies
- Analyze wage and salary reports and data to determine competitive compensation plan,
- Check, control and monitor overall employees’ office, work location existence, discipline and take proper action.
- Write and deliver presentations to Chairman, Accountable Manager or government officials regarding human resources policies and practices,
- Recruit, interview, test, and select employees to fill vacant positions,
- Plan and conduct new employee orientation to foster positive attitude toward Company goals.
- Keep records of personnel documents such as recruitments, promotions, transfers, performance reviews, and terminations, and employee statistics,
- Coordinate management in interviewing, hiring, terminations, promotions, performance review, safety, and any form of harassment,
- Advise management in appropriate resolution of employee relations issues,
- Respond to inquiries regarding policies, procedures, and programs,
- Administer performance review program to ensure effectiveness, compliance, and equity within the company,
- Administer salary administration program to ensure compliance and equity within organization,
- Administer benefits programs such as vacation, sick leave, leave of absence, and employee assistance.
- Overviews all the budget report and financial planning of the HR budget
- Reports directly to the VP and/or CEO.
Qualification & Experience:
- Bachelor’s degree from a recognized University
- The appointed HR Director should have excellent knowledge of Afghanistan Labor Law,
- Kam Group policies (after appointment) and Bachelor’s degree.
- At-least 10 years’ experience in such positions.
- Worked in the same position with abundance of experience and knowledge in Government entities, NGOs, INGOs.
Language Requirements:
- Proficiency in National languages
- Proficiency in English
- Very good knowledge in Turkish language.
- Good knowledge in Russian language
