· Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
· Updating the HR database and personal files to facilitate HR processes management.
· Updating Social security & Tax office files to meet legal requirements including specific amendments, when necessary, in order to ensure local labour and fiscal law compliance.
· Preparing employment contracts in conformity with legal requirements including specific amendments, when necessary, in order to ensure local labour and fiscal law compliance.
· Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
· Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
· Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
· Additional HR/ Admin tasks delegated by the Project HR Manager
MSF Section/Context Specific Accountabilities
- Ensure all the archiving for staff files and houses documents “hard copy and soft copy” are done. Guarantee the employee personal files are administrated and scanned with appropriate quality.
- Being the focal point of contacting the landlord of the houses whenever need it for organizing the meeting.
- Prepare clearance forms for landlords to submit to the municipality office as required and prepare documents for the tax office as required by the municipality.
- Follow up all contract renewals for MSF premises under the supervision of the HR manager as needed, including processing payment authorization every six months.
- Give regular feedback to the line manager and report directly any issue or incident.
- Assist the HR manager in HR related meetings with the staff.
- Ensure that all new contracts renewals and amendment for Locally hired staff are done according to mission policies and procedures.
- Enter data into Homere and personal files and keep them up to date in order to facilitate HR process management.
- Prepare monthly payslips for all staff in Homere, and ensure each employee receives a copy of their payslip.
- Prepare the final monthly settlement and employee certificate at the end of the contract in order to meet legal requirement.
- Supervise the cook, manage the cook's roster, prepare monthly orders, update the food menu, and oversee hygiene, stock, and any other issues related to the cook.
- Make sure to maintain MSF hygiene standard regarding the cleaning of the area of the kitchen and preparing the food in very high standard.
- Translation (English, Dari, Pashto) according to the need.
- Covering the Compound Officer duties during her absence.
- Support the HR Manager with Recruitment (calling the candidates for test and interview, …etc).
- Any other tasks assigned by line manager.
Minimum Requirements and Competencies
Education
High school diploma (12th class) essential.
Desirable administration, hr, finance, business, communication or related diploma.
Experience
Essential previous working experience of at least two years in relevant jobs.
Desirable experience in MSF or other NGOs.
Languages
